I think what you are referring to is the slow attack of the strings. Either change the attack speed, or play the notes a little before the downbeat so that the loudest part of the swell lands on the downbeat. Also, try and realize that strings are a complex instrument and not played with just one articulation, which in this case would be legato/sustained. Try and experiment with different articulations such as marcato, sforzando, etc. Hope that helps!
